Is a UCAS reference confidential?
The individual is seen as giving the information as part of the organisation (college or sixth form etc), so it is the exemption that stops it, not that. And anyone giving the reference would have right to mark it as confidential, it would be up to UCAS to use it or not.
Who can see my UCAS application?
Yes, you can nominate someone to discuss your application on your behalf. You do this by entering their details in the Nominated access section of your application, then they will be able to talk to UCAS about your application. This ensures UCAS is compliant with UK Data Protection legislation.
